Rate Matrix - Expand functionality to allow propagation to all tasks

Project Rate Matrix settings have been extended to allow a user to select tasks to update when a rate matrix propagation is performed.

1 – Project

A new setting called ‘Propagation Rate Matrix Options’ is displayed on a project under Home > Properties > Rate Matrix. 

Propagation logic on changing the Rate Matrix or Version

• No Propagation: no updates to existing Tasks. New tasks will pick up the new settings
• Propagate to Inherited Versions: Only changes to tasks that have default settings (have not been manually updated on the individual Tasks).
• Propagate to All Tasks: Rate matrix settings on all Tasks are updated, regardless of whether they are inherited or manually set
