GovCon: Work Breakdown Structure (WBS) Register
The Work Breakdown Structure (WBS) register is a standardized register for creating and managing the Work Breakdown Structure, ensuring full traceability across budget, contractual, and organizational dimensions.
Why Would Customer Use?
Project managers use a Work Breakdown Structure (WBS) to break down a project into manageable sections. Here's why it's essential:
Clarifies Scope
Defines what is (and isn't) included in the project.
Breaks the overall goal into smaller, clearly defined deliverables.
Improves Planning and Estimating
Helps create accurate schedules, budgets, and resource plans.
Supports time and cost estimation at a detailed level.
Enhances Organization and Control
Provides a structured view of all work.
Makes it easier to track progress and manage change.
Assigns Responsibility
Allows specific tasks to be assigned to individuals or teams.
Enhances accountability and performance tracking.
Supports Risk Management
Identifies potential trouble spots early.
Helps assess and mitigate risks associated with specific tasks.
A WBS helps project managers turn complex projects into clear, trackable, and controllable tasks—making successful delivery far more achievable.
Frequently Asked Questions (FAQ)
What other registers must be set up before the WBS Register? Both the OBS Register and the Contract Line Register must be created first. The WBS Register references both, so those dropdowns will appear blank until the source registers have data.
Can the WBS Register be copied from one project to another? Yes. Enable "Include in Copy Project" on the register so users can carry WBS content across projects without re-entering it manually.
Why are some of my dropdown fields showing blank? Several fields are reference dropdowns that pull from other registers or the schedule. They will appear blank until the source data exists: Parent ID is blank until at least one WBS record has been saved; CLIN Reference Number and CLIN Segment are blank until lines are added to the Contract Line Register; OBS is blank until lines are added to the OBS Register; and Task Link is blank until tasks are added to the Gantt.
How do I push WBS entries to the Gantt chart? Once all WBS lines are entered, click the Push to Schedule button to populate the Gantt from the WBS Register. New records added after the initial push can also be pushed to the Gantt individually as needed.
Are the WBS Register and Gantt automatically kept in sync? No. The sync is manual. After the initial push, any changes must be updated in both the WBS Register and the Gantt chart independently.
How is the Budget Amount field populated — can I edit it directly? No. The Budget Amount field is system-controlled and cannot be edited manually. It is automatically updated with the Planned Cost from the linked Gantt task when a project baseline is approved, or when a Baseline Change is approved and applied against the PMB. As a workaround, consider adding an Estimated Amount field that users can populate manually as a planning reference until the PMB is established.
Is the WBS Register required for Earned Value Management (EVM)? Yes. The WBS Register is required to use EVM. Both admins and end users should be aware of this dependency.
Is an approved baseline required before using the WBS Register? An approved Project Baseline (PMB) is required for the Budget Amount field to populate. Without it, the field will remain empty even if tasks are linked. Admins should communicate this dependency to project teams.
